If you have never made a contribution to your TFSA, your eligible contribution room as of 2019 is $63,500. If you were 18 years old in 2009 (the year the TFSA was introduced) you are eligible for full contribution, if you were not of age then it is based on the years in which you have been 18+.
To open a TFSA in Ontario you must be 18 years of age or older and hold a valid Social Insurance Number (SIN).
